DCEO Energy Assistance Programs
$100 and $50 Rebates Are Available for Energy Star Refrigerator and Window Air Conditioner Purchases
The DC Energy Office (DCEO) is offering up to $100 in rebates on Energy Star-rated refrigerators and window air conditioners to all DC electric customers. Only electric customers that live in the District of Columbia can receive a $100 rebate on an Energy Star-rated refrigerator and as many as two $50 rebates on Energy Star-rated window air conditioners purchased between June 1, 2005 and May 30, 2007.

Residential Assistance Discount (RAD)
The RAD program offers eligible PEPCO residential customers significant savings on their electric bill. Customers who do not have electric heating can receive a 63 percent discount on the first 400 kilowatt-hours in summer months (June – October) and a 32 percent discount on the first 400 kilowatt-hours in winter months (November – May). Under current rates, savings are about $12 per month in the summer and $6 per month in the winter, or approximately $102 per year. For eligible residential customers who do have electric heating, the discounts amount to savings of about $20 per month or approximately $240 per year. Once certified, a residential customer is eligible for the RAD program for one year and must re-apply once that year is over.

Low Income Home Energy Assistance Program (LIHEAP)
The Low Income Home Energy Assistance Program (LIHEAP), funded by the federal Department of Health and Human Services (HHS), helps eligible District residents pay their heating and cooling bills and provides emergency assistance to households that have had their electricity or gas service disconnected or have been denied heating oil delivery. The amount of assistance is based on household size, total household income, heating source, and type of dwelling. The District government contributed $1 million dollars to LIHEAP in FY 05 and $2.5 million in FY 06 to further assist eligible residents with their energy bills. In March of 2005, the District of Columbia Public Service Commission approved $2.1 million in funding through the Reliable Energy Trust Fund (RETF) for energy assistance programs. The programs target the District's low-income population to promote energy efficiency and encourage the use of electricity from renewable energy sources.
Currently, the DC Energy Office (DCEO) is able to serve approximately 39% of the District's 58,000 residents that qualify for the LIHEAP program. In FY 2005, the DCEO provided energy assistance to approximately 22,000 DC residents. Approximately 4,300 of these cases involved a service interruption due to non-payment. This energy assistance program can drastically lower the financial obligation for eligible customers.

LIHEAP Expansion and Energy Education
This is an addition to the current LIHEAP program. The first component of this addition is energy assistance, which provides financial assistance to low income District residents on their energy bills, allowing them to maintain their energy services. The second component of this program educates residents about other energy efficiency programs. The combination of these efforts will help to keep DC residents' energy bills manageable while creating an energy efficient household, which reduces both energy consumption and energy bills.

Combined Weatherization Plus and Low-income Appliance
This comprehensive program expands DCEO's Weatherization programs by adding electricity savings measures to its weatherization activities in all homes, including cost-effective refrigerators, lighting replacement, water heater wraps, hot pipe wraps and lowf-low showerheads, faucet aerators and air conditioners. This program also replaces air conditioners in high-use homes.

Home Energy Rating System (HERS) / Loan Promotion
This program promotes loans for energy efficiency upgrades to existing homes. Based on a home energy rating, auditors note specific cost-effective, energy efficient improvements that will reduce the household energy bills. The energy improvements can be financed by Fannie Mae's energy efficient loans/mortgages. This program requires partnerships with financial institutions that act as authorized loan providers of the Fannie Mae energy efficient loan/mortgage.
